The main scope of this pilot action is to provide Strategic Lines for Legislative Innovation to facilitate the building energy renovation in MED space.

The different sectors involved in the energy renovation of buildings (administration, technicians, manufacturers, contractors / builders, installers and users / consumers) will be informed on the work done in MARIE project and on the new lines of innovation to implement local legislation, and they will be encouraged to discuss them, for example by organizing a dissemination event.

This experimentation is concerned with the fact that energy efficiency aspects are not considered sufficiently in Urban Planning, thus foregoing a huge potential for energy saving. Informed recommendations and regulations can lead to integrating energy efficiency concerns in Urban Planning, increasing energy savings as well as improving living and working comfort conditions.
The first step of innovation in regulations that affects Building Energy Efficiency improvement is to consider urban planning as a first level tool with the main goal to organize in spatial and temporal terms the energy renovation of buildings in urban areas as to:
Therefore, the experimentation will concentrate on the design and test of an urban planning model for buildings energy renovation development. In this sense, the experimentation will have three main lines of work: the first one will be concentrated in design of the model, the second one in the test of the model in several urban areas and the last one in reporting conclusions and guidelines for replication at MED Space scale.
To achieve the Objective 1, participating partners should consider EU SDI INSPIRE Directive that defines the technical characteristics and framework to organize the data base in order to be compatible. Methodological examples from several EU projects can be very useful to design a common approach for MED Space.
In the implementation of the Objective 2, experimentation has planned to carry out several energy audits of buildings according to given obligations and recommendations in Montenegrin, Italian and Spanish legislation framework. Energy Efficiency Law and bylaws which are in compliance with the Directive 2010/31/EC on Energy Performance of Buildings treat and regulate this field and define certain methodology. The audits results will be used to determine for each building the demand function and integrate all the demand function to detect the main symbiosis potentials.
In relation with the Objective 3 the methodology should be concentrated in extracting the main conclusions from demonstration activities in order to make clear for other MED cities and regions on how to proceed to implement the BEE improvement model in their own urban planning. The symbiosis potentials will be transformed in intervention lines to reach maximum levels of energy saving in all buildings.
