Experimentation 1.1 - Updating regional regulations for BEE in the MED space

Description:

The main scope of this pilot action is to provide Strategic Lines for Legislative Innovation to facilitate the building energy renovation in MED space.

Objectives:

  • to give an effective support to public administrations through the Strategic Lines obtained and experimented during the experimentation, so as to innovate the existing regional/local regulations;
  • to find new measures/actions to guarantee  a correct application of the new regulations in each region involved in the project;
  • to connect the different phases of the whole process (i.e. certification, design, construction and final use) defining roles and timing;
  • to increase the energy – efficiency culture of all the main actors involved in the process who are not only law makers and professionals but also material producers,  plant builders, manufactures and final users.

Tools / Methods:

The methodology of work to implement the experimentation is the following:

  1. Identification of laws / regulations by the regions participating to the experimentation

The analysis of laws and regulations in force will highlighted :

  • the lack of legislation regulating the energy renovation of building;
  • all the activities aiming at energy renovation in each law/ regulation.

     2. Comparison of the laws / regulations of the regions participating to the experimentation

     3. Proposals of new laws / regulations by each participant

     4. First draft of the Strategic Lines Innovating Legislation in Med Regions

     5. Dissemination of the proposed lines of legislative innovation

The different sectors involved in the energy renovation of buildings (administration, technicians, manufacturers, contractors / builders, installers and users / consumers) will be informed on the work done in MARIE project and on the new lines of innovation to implement local legislation, and they will be encouraged to discuss them, for example by organizing a dissemination event.

Experimentation 1.2 - Urban planning study for energy efficiency improvement

Description:

This experimentation is concerned with the fact that energy efficiency aspects are not considered sufficiently in Urban Planning, thus foregoing a huge potential for energy saving. Informed recommendations and regulations can lead to integrating energy efficiency concerns in Urban Planning, increasing energy savings as well as improving living and working comfort conditions.

Objective:

The first step of innovation in regulations that affects Building Energy Efficiency improvement is to consider urban planning as a first level tool with the main goal to organize in spatial and temporal terms the energy renovation of buildings in urban areas as to:

  1. find promotion opportunities and to define priorities of buildings energy renovation
  2. establish energy renovation criteria for projects preparation and works development
  3. create the spatial data base that allows register, monitor and control the effectiveness and efficiency of the BEE renovation.   

Therefore, the experimentation will concentrate on the design and test of an urban planning model for buildings energy renovation development. In this sense, the experimentation will have three main lines of work: the first one will be concentrated in design of the model, the second one in the test of the model in several urban areas and the last one in reporting conclusions and guidelines for replication at MED Space scale. 

Tools / Methods:  

To achieve the Objective 1, participating partners should consider EU SDI INSPIRE Directive that defines the technical characteristics and framework to organize the data base in order to be compatible. Methodological examples from several EU projects can be very useful to design a common approach for MED Space.

In the implementation of the Objective 2, experimentation has planned to carry out several energy audits of buildings according to given obligations and recommendations in Montenegrin, Italian and Spanish legislation framework. Energy Efficiency Law and bylaws which are in compliance with the Directive 2010/31/EC on Energy Performance of Buildings treat and regulate this field and define certain methodology. The audits results will be used to determine for each building the demand function and integrate all the demand function to detect the main symbiosis potentials.

In relation with the Objective 3 the methodology should be concentrated in extracting the main conclusions from demonstration activities in order to make clear for other MED cities and regions on how to proceed to implement the BEE improvement model in their own urban planning. The symbiosis potentials will be transformed in intervention lines to reach maximum levels of energy saving in all buildings.
