Information System Model.

The Model, developed by the Lead Partner, is focused in registering and connecting ERB databases, but also in defining useful software to treat this information and provide clear indicators for decision makers. Centred in buildings in the tertiary and residential sectors, and not in industrial buildings, the IS has a common basic structure for all regions of the EU-Med area, based on a Geo-portal that allows visualising the data. This structure consists of the subsystems Dynamic Data Bases and Tools to support ERB.

ERB Planning Guide.

Developed by Spain’s LIMA (Low Impact Mediterranean Architecture Association) and Montenegro’s Bar municipality, the Energy Renovation of Buildings guide describes different approaches to determine the energy performance status-quo of buildings and assess the environmental and economic impact of improvement measures. The detailed analysis of archetype buildings (pre-calculated or simulated for the particular area) is used for individual renovation projects or extrapolated to district and urban level by results aggregation. Policy instruments are described and relevant actors for the implementation of the measures are listed. The experiences from six pilot activities give a picture of the strengths and weaknesses of the approaches. An example of ERB protocol - use and management in office buildings – shows the possibilities to standardise the process of an energy improvement project at building scale.

Financial Mechanism Tool.

This tool, developed by Western Macedonia’s ANKO (Greece), is created on a spreadsheet basis where some technical and economic data about ERB opportunities should be introduced, and where a final credit scoring is going to be obtained after a risk-return analysis. In a second step, the tool is matching financial analysis output with financing alternative as private financing (Banking financing, investment funds, ESCOs... ) and public financing.

ERB Project Assessment Tool.

Developed by the Catalan Forestry Technological Centre (CTFC), this tool aims to iteratively evaluate any MIIP (Maximum Interest and Impact Project) project, allowing decision making. The objective of the tool is to offer a general, up-to-date evaluation of MIIPs strengths and weakness, where promoters or prescribers can see how the project would perform, under a set of criteria: economy, energy, environment, social and governance, under which the project is evaluated using Analytical Hierarchy Process.

Investment Programme Model.

This model, developed by the Andalusian AVRA (Agencia de la Vivienda y Rehabilitación de Andalucía), aims to provide guidance for planning any Energy Renovation of Building action taken by the MED (or other) public authorities. Specific ex-ante assessment processes firstly define the characteristics of the plan, and then IPM offers a ranking, throughout innovative processes, to develop ERB projects at a large scale, and finally select the appropriate Intervention Lines.

Savings Verification Guide.

This guide, developed by the Lead Partner (Government of Catalonia, Territory and Sustainability Department and Catalan Housing Agency), facilitates the implementation of common verification models at regional level, in order to guarantee the savings accounting and registration.  The guide contains the general methodology step by step, a real example of application for a multifamily housing building, and also practical and useful application cases for several type of buildings and intervention measures.
